Georgia Department of Transportation to Seek Public Comment Concerning PM2.5 Air Quality for the Widening and Reconstruction of US 129/SR 11, Project NH-002-6(51),

The Clean Air Act section 176(c) requires that Federal transportation projects are consistent with state air quality goals, found in the State Implementation Plan (SIP). The process to ensure this consistency is called Transportation Conformity. Conformity to the SIP means that transportation activities will not cause new violations of the national ambient air quality standards (NAAQS), worsen existing violations of the standards, or delay timely attainment of the relevant standard.
Transportation conformity is required for Federal transportation projects in areas that have been designated by the US Environmental Protection Agency (EPA) as not meeting the NAAQS. These areas are called nonattainment areas if they currently do not meet air quality standards or maintenance areas if they have previously violated air quality standards, but currently meet them and have an approved maintenance plan. On January 5, 2005, the EPA designated a 20+ county metro Atlanta nonattainment area (including Hall County) for fine particular matter, called PM 2.5. This designation became effective on April 5, 2005, 90 days after EPA’s published action in the Federal Register. Transportation Conformity for the PM 2.5 standards applies as of April 5, 2006, after the one-year grace period provided by the Clean Air Act. Metropolitan PM 2.5 nonattainment areas are now required to have a transportation improvement program (TIP) and long range transportation plan (LRTP) that conforms to the PM 2.5 standard.
This project is identified in the Gainesville-Hall Metropolitan Planning Organization FY 2008 -2013 TIP by reference number GH-008.
This announcement is to comply with the fine particulate matter (PM 2.5) hotspot consideration requirements for the Widening and Reconstruction of US 129/SR 11 located in Jackson and Hall Counties in Georgia. This project consist of the widening and reconstruction of US 129/SR 11 from SR 332 mile post 17.29 in Jackson County north to SR 323 mile post 4.89 in Hall County for a total of 6.7 miles. Presently, US 129/SR 11 consist of two 12-ft lanes with rural shoulders on 100-ft of existing right of way. The proposed construction will provide four, 12-ft lanes with a 44-ft depressed grassed median from the beginning of the project to just south of its northern terminus, where it transitions to four, 12-ft lanes divided by 20 ft-ft raised median with rural shoulders. The proposed widening would begin on the west side of US 129/SR 11. It would proceed on the west side until just north of CR 849/Pond Fork, where it would transition to the east side until just north of CR 207/Sosebee Road. Then it would transition to the west side until just north of CR 759/Mangum Road, where it would transition to the east side until it reached the Sugar Hill Elementary School. At this point, the widening would transition to the west side and continue to a point just north of CR 757/Roy Parks Road. From this point, the widening would transition to the east side and remain until just south of Squires Road where it would shift to the west side and continue to the northern terminus of the project at SR 323, where it would tie into the existing four-lane divide with 20-ft raise median section.
The Federal Highway Administration and Georgia Department of Transportation have addressed PM 2.5 Hot-Spot Analysis and determined that the Widening and Reconstruction of US 129/SR 11 project is not considered “a Project of Air Quality Concern” per the Transportation Conformity rule, and as such meets the statutory and regulatory requirements for transportation conformity without a PM 2.5 hotspot analysis. Further, it has been determined that this project is in compliance with the Clean Air Act and 40 CFR 93.116 requirements.
The Georgia Department of Transportation is requesting that any member of the public may comment for a period of 15 days after which this advertisement first appears.
