Sheriff’s candidates raise over $91,000 so far

Wednesday, May 16. 2012

The race for Jackson County Sheriff hasn’t officially begun, but already a lot of money has been raised in that race. Qualifying for all elections slated for July 31 opens next Wednesday May 23.
So far, the sheriff’s race has gotten the most attention as a number of candidates have said they plan to run. But only three candidates in that race showed any significant amount of fundraising on the March 31 campaign report. A little over $91,000 has been raised by the top three candidates. Ramone Gilbert led the pack with $58,639 in contributions followed by Janice Mangum with $26,348 and Andy Garrison with $6,269.

Has anyone included Main Street news looked into the things that happened when Gilbert was in charge of the Hall County Jail ?

No thank you the person best qualified is Andy Garrison and unlike Mangum he's not making promises he can't keep.

Mangum has served in many different roles at the Sheriff's Dept. She knows all the workings and ins and outs of what it takes to run the department. She is a hard-worker who doesn't make pie in the sky promises. She understands the limited budget she has to work with and the priorities for our county.

Your comment is like saying just because X has been a teacher under a certain principal that X isn't qualified to become a principal. That's asinine.

NO we need a sheriff that is well rounded and educated and not just one thats ben an investigator. One that can manage a budget, supervise people, and be an administrator---not just a cop...lets put egos aside here..

It takes way more to be a sheriff than just putting folks in jail...education, experience, financial and other

He may be qualified but also may have some baggage that has not yet surfaced. has anyone talked to the people he worked with? Interesting responses there.
I am alos leary of anyone who raises that much cash for such an election and NO it does not mean that many people like him but all those will be asking for favors after the election. It should be about law enforcement and NOT politics...

Gilbert has a history of stuff at Hall county like #1 said.

Mangum is too entrenched in the "good ole boy" crowd and will not be a strong leader and yes I know her and think she is a great person... that does not mean she is the person for sheriff.

Who taught and trained most of the law enforcement officers in the county ?

Who has the most experience and best connections to protect us.

Andy Garrison and frankly it's not even close.

If you vote Mangum or Gilbert don't get on these blogs 2 years from now and complain. (see Harold Fletcher and Bicknell for past reference)

By the way Janice and Ramone the sign war is tacky give it a rest.

You are right that Ramone has a lot of baggage from Hall Co. Last I heard there is an ongoing investigation by the Justice Department for issues in the Hall Co. Jail when Ramone was the MAJOR over the jail. Not only that, but he is also a slum lord. He owns the trailer park in Arcade on Windy Hill Road and rents to alot of customers of the Jackson County Jail. HMMM Janis is a great person and is NOT in the trenches of the "good ole boys" as you say!! She is 100% for treating everyone equally no matter who they are! She is the only candidate for sheriff that has served Jackson County her entire career! She has put many child molesters and predators in prison where they will no longer be able to harm a child. She has served her community in so many other ways it's not possible to list them all. She did not go to another county to "MAKE IT" she took care of her fellow citizens in Jackson Co. Andy Garrison is a great person! Before he became the "Longest Serving Director" of a police academy in Georgia, he also went to another community to work. He did not serve this community. If training all police officers in this area makes him qualified to be sheriff, maybe he should be sheriff in Clarke County. They need one!!! Mangum for Sheriff of Jackson County, 2012!!!

Going outside of the county will sometimes give you a better prospective of just what is going on in another county. Andy Garrison is the only candidate that has the qualifications to be our sheriff. He is the only one I have heard that even has a degree. Bachelors in Criminal Justice, Bachelors in Sociology and a Masters in Public Administration. 38 years of Law Enforcement experience. Thought of enough by the US Government to be asked to go to Cairo, Egypt to teach our tactics to the Egyptian National Police so that they could have a better working department. That is just a small list of his accomplishments.

This statement is so true; Ramone does have a lot of baggage from Hall County. The U.S. Department of Justice is investigating him for an incident that happened in the jail where a captain handcuffed and kicked eight African American inmates in the head — it was all caught on video. The deputy only received a slap on the wrist.
Ramone is also being investigated for some real estate deals he got underhandedly.

The last thing I heard was that he is due to be indicted any day now.

Ask anyone that knows or has worked for Ramone. They say RUN the other way. I have heard words used to describe him like "under-handed, dirty, crooked..." Now does that sound like someone you want as your sheriff? Not me. Mangum has given her heart and soul to the JC Sheriff's Department. She is about protecting the people of Jackson County and she is about protecting the jobs of the hard-working deputies, jailers, investigators, etc. of Jackson County. She isn't someone who is going to come in and clean house and bring her own line-up with her. And I can guarantee that you will not hear those negative adjectives used in affiliation with her name... you'll hear "hard-working, honest, responsible." I don't know either of them personally, but I ask questions. Ask people who known Ramone or have worked for him and then ask those who know Mangum and have worked with her. Just see how very different the responses will be.

Mangum has been at the sheriff's office a long time. She knows who does their job and does it right. When you have folks come in from other counties, they already have a list in mind of who they want to bring with them. That is NOT protecting the jobs of the people who work for JC, support JC, and live in our communities.

Oh no, I absolutely agree. That is why I said she knows who is doing their job and doing it right. I believe she is going to push some very ineffective rear-ends right out the door, as she should.
I am just saying that I am not a fan of those that come in from the outside and make space for their own legion of outsiders to come in and take over.
This happens everywhere - even in school systems - hire a principal from Gwinnett Co and now 3 years later 4 positions at that JC school are filled with teachers from Gwinnett Co., esp. when there are JC teachers that need jobs.

I agree. Janis is a nice person, but not the best candidate for Sheriff. Andy is the only one I have heard that has any formal education. We need our county to progress, not stay the same.

You can tell when the other candidates are getting nervous about another candidate winning the election. They start demeaning that candidate or possibly steal their political signs. Kind of like what is being done to Andy.

By putting signs in every yard at every turn is not only tacky but shows she does not care about what the citizens have to endure by looking at these things for months. She is supported by Stan so if you want same ole then vote for her. I personally do NOT like the things I hear about present company or how she fits in there.
The sign wars are tacky and represent the kind of people some are considering for sheriff. If you look at where she has her signs it will tell you just who she is representing....and I dont like the looks of that..

Ramone was former FBI if that answers any of your questions here of exactly what his ties are. He is a nice man. However alot of wolves come in sheep's clothes for being nice. Of course nobody does their fact checking and I am surprised the Herald doesn't put that out there as a little unnerving. Not saying having an ex-FBI guy is a bad thing but its the power trip experienced in that type of setting that I am a little concerned with. I personally like and welcome Mangum for Sheriff in 2012. No she is not part of the good ole boys system and believes she treats everyone fairly in accordance with in the bounds of what she knows to be morally right. Since you have all the facts, when was Ramone an employee of the FBI? I believe that you will find that he went through a portion of the FBI Academy that trains leaders and managers of local jurisdictions. The program was set up in the 1930's to ensure standardization and professionalism in law enforcement across the nation. The program also teaches the importance of physical fitness in law enforcement. I believe that a professional, standardized, and physically fit department is a good thing. You claim to have all the facts. Tell us what else you have. Are there any reasons why I shouldn't vote for Andy or Janis?

Andy and Janis are both good people. I just believe that Andy has more of the type of experience we need to lead Jackson County SO into the future. Janis has already said she will run the department the way Stan has ran it. That means same o, same o. That is not what we need. Seems like things have been going pretty well with our law enforcement locally. I'm sure Ms. Mangum has ideas of her own but I also believe that she would maintain a Sheriff's Department of the people. We certainly don't need the Gestopo and the car chaser's like Jefferson. I'm proud to see those officers go by my house, it's the best we've had it and it's within reason when it comes to cost. Gilbert and Garrison ---taxpayer hang on to your pocketbooks, taxes will be out of sight. Besides, these two fellows are already drawing nice retirements from State and County sources. Bob, bob, bob....What you say is simply not true. There have been others that ran against Stan. He, for whatever reason, was unbeatable. He has not done much in the way of running the sheriff's office in the last 5 years. He has allowed David Cochran to run the show and Davis has the dictator mentality and has just about run the place into the ground. Ask ANY employee what good David has done and you will hear the word "NONE". David is a wanna be Banks County Sheriff and his position now is as close as he is ever going to be to being sheriff. Stan promised David the last election if David would stay in Jackson County, Stan would let him run the show 100% and that it what Stan has done. Janis has fought to change things for the good in Jackson County and David has slapped her down at every turn... If Janis has learned anything from those two, it is how not to treat employees and private citizens! She will make a great Sheriff!!!

He's already drawing a huge retirement from the state of Georgia and now we are suppose to believe that his only real interest is the people of Jackson County. Bull ! Why does it matter that Garrison moved BACK here? He was born and raised here. Went to school here. Graduated from high school here. His family is here. Who said he wants to make it like Clarke County? He certainly hasn't! He worked here in law enforcement before going to Clarke County then worked his way up through the ranks in the Clarke-Athens Police Department before taking over as the Director of the Police Academy. He has more than just an education! He has experience and an education.

Well the cops in Gwinnett Cty are way more professional than JCSO ever thought of being so I woul dnot mind.Therein lies the problem with present company and anyone associated with same. Yes Cochrane is a moron and needs to go and Stan should have let him go decades ago but still do not want anyone associated with the SO and moreover believe it is a disgrace that these folska re allowed to run while still working there--gross conflct of interest. There is too much crime-breakins, drugs. There is no county traffic enforcement. You encounter aggressice drivers evryday. I've even been threatene. Stan Evans doesn' know the word pro-active law enforcement. You don't waitto get a call. While patrolling you look out for crime or talk to people. I wonder if JC has patrols and how many. I'm unsure which canditate will do a good job. I saw on A. Garrison's web site that he mentioned he would be proactive.

Right now we have no Deputies on the Drug Task Force in Jackson County. Why not? Little Braselton has one on there and sometimes he stops people on I-85 and finds drugs in the vehicles. If you have someone on the Task Force, when you do sieze money/property from drug sales, after the expenses have been met, the Task Force gets to split the remainder of the funds amongst themselves for the benefit of their respective departments. Right now the Federal Government owes little Braselton over 6 million dollars for their part in the Drug Task Force. We could use that money in Jackson County to fight drug dealers. That would in effect, cut down on our taxes, not raise them as some misinformed person stated earlier in this blog. The latest statistic states that 1 out of 3 vehicles travelling on I-85, has drugs of type in it. Jackson County does not patrol I-85 at the direction of Stan Evans. Janis stated that she will keep doing the same as Stan. This is letting a lot of criminals pass through our County without being stopped or questioned. Lets get our heads out of the sand and vote in a Sheriff that is willing to fight all kinds of crime and not just specialize in crimes against children. Vote Andy Garrison, there is no comparison.

Now let me see if I have this straight. First we join the drug task force then we make a lot of money with the feds from drug busts on I-85. By being proactive I mean while you are patrolling you interact with people, talk to the business people about their concerns. You find out where high crime areas and stay on top of crime. Being proactive doesn't necessarily have anything about revenue generating. It is making the most of the time you are working. What's wrong with talking to people.

Wow. There is a LOT of misinformation, rumor and plain crap going on in this forum.
Folks, this election is one of the most important elections that we will face as Jackson Countians. The new sheriff will manage a group of individuals who will directly interact with all of us almost every day on the road, in businesses around Jackson County and in our homes. The new sheriff will need to be proactive in crime prevention (metal thefts, drugs, DUI, etc) and will need to motivate the deputies to do their jobs professionally.
In my opinion, we need a way to clear the fertilizer from the facts in this important race.
Mike Buffington: Would you or the newspaper consider creating / hosting a forum-debate for the sheriff race (and other races potentially)? This needs to be a debate run by an independent party with no axes to grind. Questions need to be asked of each candidate about the real issues that we want to know about.
My bet is that if all were on a stage together and asked the same questions, the choices would be narrowed down really quick.

A forum-debate is a great idea. However, there are three candidates (Greg, Janis, and Randy) presently working for the Jackson Co Sheriff's Office. It will be difficult for them to be straight forward. If they give an answer that the current sheriff does not like or agree with they are subject to being fired. It is also possibe that the sheriff can make all three of them take a leave of absence once they qualify. The other candidates have somewhat of an advantage over these three.

Which is a fundamental problem--- NONE of them should be allowed to run while working at the SO. if any of them want it bad enough they should be made to resign or take a leave of absence. The fact that Stan is allowing this is a shame.it is a conflict of interest all around and for that reason I would not support any of them...

I know what the issues should be and each candidate should be able to get up there and tell us about his/her true qualifications and their specific plans to make the SO a better place for the voting public. Im not sure some of the candidates understand how important a job this is and have really tough out if they have the quals to do the job. Its about managing a few hundred people, maintaining a multi million dollar budget, getting along with neighbring jurisdictions and just being a
leader. This person should have the highest ethics and integrity and not have obligations to anyone. This is not about politics but rather about law enforcement. For too long this county's law enforcement has been wrapped up in politics and quite honestly it is shamful and embarrassing. Its time to break that mold and get into this centyry.
So, I want to see a spirited debate about each other's plans to shape this SO into what they think is a reputable and resonsible agency that we can be proud of.
This election should not be about how many signe each candidate can get up or how much money each can raise, but should be about who is the best person to lead this office. Unfortuantly I will grant you that the most qualified person does not always win and for people to take this election lightly as my friend Tommy H so eloquently put it we will be sorry down the road. I for one would like to see just who has that plan and if he or she has what it takes to implement it.
As far as issues I think we look to what has gone on and know what issues we need to attack.
The SO is reactive and not pro-active, there is NO drug or DUI enforcement to speak of, NO community policing, a severe lack of training, budgetary issues, personnel issues, lack of discipline and hiring standards...shall I continue or do you get the point? This race is turning into a popularity contest and its sad to watch, but Im not sure I expected anything differently.
I think if you carefully examine the candidates quals you will see there are only two that are truly qualified. After that continue to look at the other qualities we should want in the top law enforcement officer of the county and I think you will arrive at the right decision. Once again, being a good cop is just not enough.
I am hoping that the organizers of this event are very careful in making this a successful event and not just one for the candidates friends to have fun at...do the responsible thing please.

I agree with you 100%. Having said that, I also hope that the forum is handled fairly, unlike the one in Nicholson where Ramone's wife picked and chose which questions were asked. People that submitted questions never heard the answers because Misty Gilbert was handing the questions to be asked to the moderator. I guess she didn't like the questions, so they never got asked. Fair for all is the way to be.

If someone on drugs beats their spouse, isn't that a crime involving violence?

Not sure you can have it both ways, turning a blind eye to drugs but also wanting the laws to be enforced. Getting rid of the drugs is a proactive move, not being reactive when something bad happens. I hope the next Sheriff feels the same way.

I have been on both sides of this lived in poor really poor areas where no drugs little crime and rich areas lots of drugs no crime, and the same for poor areas lots of drugs lots of crime rich areas ots of drugs and crime that often get overlooked, dont say the more afluent an area the more frienly one is with police the less likely they commit crimes, it is just less likey to be vigoursly pursued. sorrt but 85 percent of jailed persons in the USA are in jail for non violent non theft drug crimes that means no violence and means no theft invovled. so you see it isnt the drugs that make stupid people tupid stupid ppl are stupid because ppl think passing lws can stop stupid from being stupid...

As we all know, a man by the name of Ramon Gilbert is running for sheriff in Jackson County in 2012. Has anyone seen the video in the gainesville times? (gainesvilletime.com then click on videos) This video shows two Hall County Jail employees assaulting HANDCUFFED inmates. The first segment shows two handcuffed inmates being brought into a room by two officer and a third officer coming into the room and punching the inmate several times. Other officers came in and stopped the assault, but the inmate had been hit several times. The 2nd segment shows three inmates on the floor HANDCUFFED and an officer comes in and kicks all three inmates in the head!
Ramon Gilbert has stated numerous times that he is the Major over othe Hall County Jail and Courts division. SSSSOOOO, that makes him the man responsible. The two officers involved were suspenede for a few days without pay and that was all that happened to them. Oh yea, this happened in December 2010, but Col. Strickland of the Hall Co. S.O. said he was not even aware of it until the news media did an open record request about it. That tells me that Major Gilbert did not even notify his superiors. He tried to hide the situation from the public. I would not want a sheriff that allows this kind of behavior from his employees. There is/should be a major lawsuit against these officers and the Hall Co. S.O. for the actions taken against HANDCUFFED inmates. That is a civil rights violation and a crimial charge of assault should be levied against both officers. If you would check your facts. As soon as it was brought to Major Gilbert's attention, he turned it over to IA. It was then investigated by IA. Anyone in law enforcement knows that once it has been turned over to IA it is then out of Major Gilbert's hands and the discipline is then set by the Sheriff himself. I have never heard Ramone promise anyone anything job, firing, etc... Maybe you ought to look at who Janis and Andy are promising chief deputy positions to. And don't even get me started on the sign issue. Funny that most of Janis' signs are in places affliated with trucking or people who hold contracts with the JCSD.
