In a 3-2 vote, the Jefferson City Council approved a $10,000 per year raise for city manager John Ward. The action came after a 20-minute closed session to discuss “personnel” at the city council meeting Monday night.
The motion was made by councilman Steve Kinney and seconded by Steve Quinn. Kinney, Quinn, and Roy Plott voted in favor of the raise, while council members Bosie Griffith and Kathy Dubose voted against it.
Ward’s new salary will be $88,395.20 for holding two positions — city manager and planning and zoning administrator for Jefferson and Talmo. The raise was a 13 percent hike.

What does him not getting a raise have to do with John Ward.
There are lots of workers that deserve raises besides these two people.
Has Mr. Kinney ever voted NO on anything. Just a yes man and the people keep electing him and the rest. School board no different.
So here goes: congratulations on your pay raise. But on the flip side no one should lose their job as a result of this!!!!!!!!!!!!!
For the non city residents why aren't we raising "L" at the high property taxes in Jackson County proper? Well that goes for the city residents as well. We are being ripped off.
You know the trouble with apathy? No one cares.
am sure our taxes will be going up yet again to cover this poor excuse for a City Manager's Salary,
how do you define "poor excuse for a city manager"????
could it be that before he came here the city was $1,000,000 in debt and now carries a surplus?
could it be that he was voted city manager of the year for north east Ga.????
Or maybe because he is running the city and the planning and zoning administrator?????
Please tell me
1. The city use to be over $1.5M in the red and then Mr. Ward took over and the city now has a health reserve fund.
2. The city has acquired over $3M in grants since he was hired. This means more projects that take less tax money to build.
3. I can now step out of the dark ages and pay my water bill, check agendas and read minutes online.
4. The city is operating more efficently and receiving more awards than any time in the past.
5. I bet you would get a very different reference from the companies like Aldi, Tiger Direct and Kubota who he has worked with to bring jobs to the area, as opposed to the negative comments on this blog.
6. He is well known in the ares for getting things done and done quickly. Please get use to the idea that change is not bad!
7. The man is filling in on two jobs and has been doing so for over five years. The two jobs use to cost almost twice what he is making, even after the raise.
8. Compare his salary to that of the Braselton Manager and the Commerce Manager, which are much smaller towns.
9. Check out the additional article in the printed paper about him being 1 of 38 credentialed managers in Georgia and 1 of 1200 in the country. He is the only one in our county!
10. He does all this and deals with all you and still always has a smile on his face and a positive attitude.
I also think it would be interesting to poll the community to gauge whether they think that votes that would oust a long standing Jefferson politician would be tallied correctly or if perhaps that some home cooking may take place to aid an incumbent?
We all are being asked to do more with less in our jobs, I see no reason the government should not be expected to do the same.
That brings up the issue of the voters in Jefferson continuing to re-elect the same councilmen over and over. Those who believe that water is the biggest problem facing Jefferson. News flash Steve Kinney, this town needs to attract jobs from many skill sets, not just warehouse jobs. stop painting murals on walls and building pocket parks that no one will use and invest in community amenities that create a community for all residents, not just the ones born. Creating a multi-purpose trail system to allow people to walk, run, bicycle around our community would be great start and a great way to encourage people to get out and meet the their neighbors.
Yes!
Where is the organizational meeting and who is in charge?
you have to remember there are 2 ways to make money in this world....what you do or what you know, generally speaking you get paid a lot more for what you know. If the people who are shoveling out in 100 deg. heat want to go get the education John has they can advance and make more money.
Its not that it is beneath him but he took the time and spent the money to get his education and now gets paid for what he knows.
As for the downtown businesses, how is it his fault that the building owners want to much rent for their store fronts for businesses to come in, and when they do sometimes they dont have a good business plan or one partner has a dispute with the other and the business fails(Jazz, Fusion....ect)
AND as for ALL the empty buildings? That's an easy fix. Don't approve new buildings to be built until the old ones are full BUT they approve the new construction because that is money for building permits and soil test. Then they can give that money to the next man to sit on his butt and do nothing BECAUSE OF WHAT OR WHO HE KNOWS.
This is why Government needs to be kicked out. It claims its a for business model but when it states that more regulations and codes have been put in place it stems for business growth. I just don't see how people justify his raise. It's mind boggling. Give me a 100k a year and I will put Jefferson into lock down mode...I guarantee it!!!! I will have the town so completely shut down it would be hillarious.
You are right. There are quite a few more than 80 employees. Some of the new ordinances had to do with cleaning up property and making sure business could get permits quicker. You claim that if we don't agree with you we are liars. Please give us some clear examples.
I am a business owner. Your comments lead me to believe that you are not. The changes that I refer to are to eliminate the extra steps that you rail against. He simply streamlined things so the work better!
Also, as fun as it is to try to understand your perspective I might just pay to talk to you. I'm all for people paying for what they get.
Nice talking to you whoever you are.
