Ramon Gilbert has stated numerous times that he is the Major over othe Hall County Jail and Courts division. SSSSOOOO, that makes him the man responsible. The two officers involved were suspenede for a few days without pay and that was all that happened to them. Oh yea, this happened in December 2010, but Col. Strickland of the Hall Co. S.O. said he was not even aware of it until the news media did an open record request about it. That tells me that Major Gilbert did not even notify his superiors. He tried to hide the situation from the public. I would not want a sheriff that allows this kind of behavior from his employees. There is/should be a major lawsuit against these officers and the Hall Co. S.O. for the actions taken against HANDCUFFED inmates. That is a civil rights violation and a crimial charge of assault should be levied against both officers. They should have both been fired and Major Gilbert should be held accountable for his actions of not informing his superiors of the assault against persons in custody!!!!
One thing you may want to look as well is the total package that Major Gilbert is presenting to the voters here. He is meeting people, shaking hands, smiling and thanking everyone. It is a typical political campaign. We have a lot of potential voters simply falling in a trap of "fill good" concerning a candidate without looking at their credentials or in Mr. Gilbert's case his every day administrative efforts with Hall County. The video is undeniable, but lets take a look at the actions or inactions of the jail commanders immediate supervisors who are Maj. Ramone Gilbert and the Chief Deputy. One rank and file officer gets 5 days off. He has been with the county for not much more than a year. It was a rookie mistake. The jail commander, who got 1 day, has been in law enforcement for over 20 years and should have known better and held to a higher accountability standards than some rank and file employee. I think if you do an open records request, it would be interesting to see if there are other incidents of disparate treatment. Another thing you may want to look at is the leadership of the Court Services Division when he was the Capt. over court services. You might to take a look at some of the civil papers, through an open records request, and see which papers were not served and what their ties were to then Capt. Gilbert or the current Sheriff. You may find some interesting material. But, the morale to the story is, the Jackson County citizens need to avoid the "fill good" politics and take a critical look at who is going to be the next Jackson County Sheriff.
