In a 4-1 vote, the Jefferson City Council agreed Monday night to purchase 3.5 acres from Jerry Fields and Shirley Pethel as part of the town’s reservoir project. The council agreed to pay the “appraised value,” $54,000, for the property.
Councilman Bosie Griffith voted against this motion, which was discussed in a 20-minute closed session.
“Multiple alternatives have been explored and the acquisition and restoration of just 250 feet of creek on the Fields property is by far the most cost efficient use of taxpayer’s money due to it being adjacent to our mitigation project site and the adjacent wetland bank,” city manager John Ward said.

Look at it like this: If you own a car and I want it and you say it's NOT FOR SALE I can't say well I'm going to take it and pay you a fair price for it because that would be a CRIME. If it's a crime if I do it to you then WHY ain't it a crime for the government to do it?
