2,218 property tax returns filed this year
More Jackson Countians than usual filed a property tax return this year with the Jackson County Tax Assessor’s Office disputing the value of their property. Some 2,218 countians have challenged the value of their property this year following the rapid decline in the housing and real estate markets.

Archer granted variances; to pay $5,000 fine
David Archer will be allowed to operate a used car lot on his property in South Jackson, but he will have to pay a $5,000 fine for code violations at the site. The Jackson County Board of Adjustments approved Archer’s request Thursday night for landscaping and setback variances for the business at 129 Harrison Johnson Way. A building, fence and parking lot are already in place on the property.

SUMMARY: The Rural Utilities Service, an agency which administers the U.S. Department of Agriculture’s Rural Development Utilities Programs (USDA Rural Development), has prepared an Environmental Assessment (EA) related to possible financial assistance to Georgia Transmission Corporation (Georgia Transmission) for the construction of the proposed Bethabara 230/115 kV Project to be built by Georgia Transmission in Oconee, Clarke, and Jackson Counties, Georgia. Georgia Transmission is requesting that the USDA Rural Development provide financial assistance for the proposed project.

SUPPLEMENTARY INFORMATION: The study area for the proposed project is in Oconee, Clarke, and Jackson Counties, Georgia. The proposal involves the construction of the following project components:
(a) Clarksboro 230 kV Switching Station (in Jackson County), which would disturb approximately 9.0 acres (3.6 hectares) of land
(b) Bethabara Substation Expansion (in Oconee County), which would disturb approximately 13.0 acres (5.3 hectares). The substation would be designed for 230/115 kV operation.
(c) Bethabara-Clarksboro 230 kV Transmission Line (approximately 14.0 miles; 22.5 kilometers), which would be overbuilt on the existing Bogart-North Jefferson portion of the Athens-Arcade 46 kV transmission line for approximately 6.78 miles and double circuited with the proposed Bethabara-Georgia Square 115 kV Transmission Line for approximately 4.35 miles
(d) Bethabara-Georgia Square 115 kV Transmission Line (approximately 7.48 miles; 12.0 kilometers), which would be double-circuited with the Bethabara-Statham 115 kV line for approximately 0.92 miles and the proposed Bethabara-Clarksboro 230 kV Transmission line for approximately 4.35 miles
(e) Winder Primary-Hartwell Dam 230 kV Transmission Line (approximately 100 foot loop), which would connect the proposed Clarksboro Switching Station to the Winder Primary-Hartwell Dam 230 kV Transmission Line.
The East Walton-Bethabara 230 kV Transmission Line (discussed in the forthcoming East Walton 550/230 kV EA) physically connects this proposal to the proposed East Walton 550/230 kV Project in location. RUS decided to segment the environmental impact analyses of these projects because they have differing purpose and needs, temporal separation, and independent utility. Details regarding this determination are included in Section IV of this EA’s Introduction.
Alternatives considered by the USDA Rural Development and Georgia Transmission included: transmission system, switching-station location, and transmission route corridor alternatives. These alternatives are discussed in Phase I and Phase II (Tasks 1 - 4) of the Bethabara 230/115 kV Project Environmental Report (ER). The ER, which describes the proposed project in detail and discusses its anticipated environmental impacts, has been prepared by Georgia Transmission. The USDA Rural Development has accepted the ER as its EA for the proposed project. The EA is available for public review at addresses provided above in this Notice.

The USDA Rural Development should receive comments on the EA in writing by Monday, May 4, 2009 to ensure that they are considered in its environmental impact determination.
Should the USDA Rural Development determine, based on the EA of the proposal, that the impacts of the construction and operation of the project would not have a significant environmental impact, it will prepare a Finding of No Significant Impact. Public notification of a Finding of No Significant Impact would be published in the newspapers with circulation in the project area.
Any final action by the USDA Rural Development related to the proposal will be subject to, and contingent upon, compliance with all relevant Federal, state and local environmental laws and regulations, and completion of the environmental review requirements as prescribed in the USDA Rural Development’s Environmental Policies and Procedures (7 CFR part 1794).

SUMMARY: The Rural Utilities Service, an agency which administers the U.S. Department of Agriculture’s Rural Development Utilities Programs (USDA Rural Development), has prepared an Environmental Assessment (EA) related to possible financial assistance to Georgia Transmission Corporation (Georgia Transmission) for the construction of the proposed Bethabara 230/115 kV Project to be built by Georgia Transmission in Oconee, Clarke, and Jackson Counties, Georgia. Georgia Transmission is requesting that the USDA Rural Development provide financial assistance for the proposed project.
DATES: Written comments on this Notice must be received on or before Monday, May 4, 2009.

SUPPLEMENTARY INFORMATION: The study area for the proposed project is in Oconee, Clarke, and Jackson Counties, Georgia. The proposal involves the construction of the following project components:
(a) Clarksboro 230 kV Switching Station (in Jackson County), which would disturb approximately 9.0 acres (3.6 hectares) of land
(b) Bethabara Substation Expansion (in Oconee County), which would disturb approximately 13.0 acres (5.3 hectares). The substation would be designed for 230/115 kV operation.
(c) Bethabara-Clarksboro 230 kV Transmission Line (approximately 14.0 miles; 22.5 kilometers), which would be overbuilt on the existing Bogart-North Jefferson portion of the Athens-Arcade 46 kV transmission line for approximately 6.78 miles and double circuited with the proposed Bethabara-Georgia Square 115 kV Transmission Line for approximately 4.35 miles
(d) Bethabara-Georgia Square 115 kV Transmission Line (approximately 7.48 miles; 12.0 kilometers), which would be double-circuited with the Bethabara-Statham 115 kV line for approximately 0.92 miles and the proposed Bethabara-Clarksboro 230 kV Transmission line for approximately 4.35 miles
(e) Winder Primary-Hartwell Dam 230 kV Transmission Line (approximately 100 foot loop), which would connect the proposed Clarksboro Switching Station to the Winder Primary-Hartwell Dam 230 kV Transmission Line.
The East Walton-Bethabara 230 kV Transmission Line (discussed in the forthcoming East Walton 550/230 kV EA) physically connects this proposal to the proposed East Walton 550/230 kV Project in location. RUS decided to segment the environmental impact analyses of these projects because they have differing purpose and needs, temporal separation, and independent utility. Details regarding this determination are included in Section IV of this EA’s Introduction.
Alternatives considered by the USDA Rural Development and Georgia Transmission included: transmission system, switching-station location, and transmission route corridor alternatives. These alternatives are discussed in Phase I and Phase II (Tasks 1 - 4) of the Bethabara 230/115 kV Project Environmental Report (ER). The ER, which describes the proposed project in detail and discusses its anticipated environmental impacts, has been prepared by Georgia Transmission. The USDA Rural Development has accepted the ER as its EA for the proposed project. The EA is available for public review at addresses provided above in this Notice.
Questions and comments should be sent to Ms. Lauren McGee, USDA Rural Development at the mailing or email addresses provided above in this Notice. The USDA Rural Development should receive comments on the EA in writing by Monday, May 4, 2009 to ensure that they are considered in its environmental impact determination.
Should the USDA Rural Development determine, based on the EA of the proposal, that the impacts of the construction and operation of the project would not have a significant environmental impact, it will prepare a Finding of No Significant Impact. Public notification of a Finding of No Significant Impact would be published in the newspapers with circulation in the project area.
Any final action by the USDA Rural Development related to the proposal will be subject to, and contingent upon, compliance with all relevant Federal, state and local environmental laws and regulations, and completion of the environmental review requirements as prescribed in the USDA Rural Development’s Environmental Policies and Procedures (7 CFR part 1794).
